双碳背景下四川省煤炭清洁高效利用途径

Clean and efficient utilization of coal in Sichuan Province under dual-carbon background

  • 摘要: 在“双碳”目标引领下,推动煤炭清洁高效利用已成为保障国家能源安全、积极应对全球气候变化以及实现能源体系绿色低碳转型的关键路径与战略举措。对于四川省而言,煤炭产业长期面临开采效率偏低、转化利用水平较弱、全生命周期碳排放强度高等结构性矛盾,严重制约区域低碳发展与生态文明建设进程。通过前往省内多家正常开采煤矿、纳入全国碳排放交易市场的燃煤电厂及钢铁企业、煤化工企业等进行实地调查,采取川南煤田煤岩样品进行分析测试,收集全省正常开采煤矿甲烷年度排放数据并整理分析,开展了煤炭全产业链碳排放研究,查明了四川省在煤炭开采、洗选加工、运输及终端利用等方面的基本现状,分析了目前四川省煤炭清洁高效利用存在的普遍性问题,结合我国“碳达峰、碳中和”目标,在煤炭洗选先进工艺,煤矸石综合利用,煤炭绿色运输,二氧化碳捕集、利用与封存(CCUS),煤矿瓦斯高效利用及煤炭地下气化等方面提出了适合四川省煤炭清洁高效利用的先进技术与途径;针对性的提出了推动煤炭洗选绿色高效转型、推动四川煤矸石分级利用与生态治理、推动四川煤炭运输绿色转型方略、推动四川CCUS产业化示范方略、推动煤矿瓦斯分级利用与碳市驱动路径、推动四川煤炭地下气化破局方略等政策建议;研究成果旨在助力四川省煤炭企业绿色发展,为四川省“双碳”目标的实现提供支撑。

     

    Abstract: Under the guidance of the goal of “carbon peaking and carbon neutrality”, promoting the clean and efficient use of coal has become a key path and strategic measure to ensure national energy security, actively respond to global climate change, and realize the green and low-carbon transformation of the energy system. For Sichuan Province, the coal industry has long faced structural contradictions such as low mining efficiency, weak conversion and utilization levels, and high life-cycle carbon emission intensity, which seriously restrict the process of regional low-carbon development and ecological civilization construction. By conducting on-the-spot investigations at a number of coal mines in the province that are normally mined, coal-fired power plants, steel companies, and coal chemical companies that are included in the national carbon emissions trading market, and taking coal and rock samples from the southern Sichuan coalfields for analysis and testing, we collected and analyzed the annual methane emission data of normal coal mines in the province, and carried out a study on carbon emissions in the entire coal industry chain. The study identified the basic status quo of coal mining, washing and processing, transportation and terminal utilization in Sichuan Province, analyzed the current common problems in the clean and efficient utilization of coal in Sichuan Province, combined with my country's "carbon peaking and carbon neutrality" goals, advanced coal washing technology, comprehensive utilization of coal gangue, green coal transportation, carbon dioxide Carbon capture, utilization and storage (CCUS), efficient utilization of coal mine gas and underground coal gasification have proposed advanced technologies and approaches suitable for the clean and efficient utilization of coal in Sichuan Province; targeted recommendations have been made to promote the green and efficient transformation of coal washing, promote the graded utilization and ecological management of coal gangue in Sichuan, and promote coal transportation in Sichuan Policy recommendations include a green transformation strategy, a strategy to promote Sichuan CCUS industrialization demonstration strategy, a strategy to promote the hierarchical utilization of coal mine gas and a carbon market-driven approach, and a strategy to promote the breakthrough of underground coal gasification in Sichuan. The research results are intended to assist the green development of coal enterprises in Sichuan Province and provide support for the realization of Sichuan Province’s “carbon peak and carbon neutrality” goals.
