“十四五”煤矿水害防治技术新进展及战略思考

New advances and strategic considerations in coal mine water prevention and control technology during “14 th Five-Year Plan” period

  • 摘要: 2026年是国家“十五五”规划的开局之年,继往开来做好煤矿防治水工作是实现煤炭工业高质量发展的一项重要任务。重点回顾了“十四五”期间煤矿防治水领域在涌水量预测、水害探查及治理等方面取得的主要技术进展,对未来一段时期内的技术发展方向进行了深度思考。“十四五”期间主要取得了如下进展:① 开发了采煤工作面涌水量随采动态预测方法;② 大水煤矿的减水技术和方法呈现多样性发展态势;③ 高位离层水害防治技术和工程实践取得了可供借鉴的经验及做法;④ 借助钻探手段及采掘装备,水害超前探查出现了由布点探查向“孔中”“孔间”“随探”探查转变的新业态;⑤ 透明地质日益渗透到水害防治领域,革新了防治水理念及水害评价手段;⑥ 水害防治智能化装备和技术取得了一批与时俱进的新成果;⑦ 防治水管理理念不断提升,煤矿技术管理和政府监管执法对煤矿防治水工作的要求更加具体、全面。在回顾总结“十四五”水害防治技术6个方面新进展的基础上,梳理总结了煤矿水害防治当前存在的主要问题,从“十五五”期间防治水技术需求出发,提出了矿井水源头保护先进工艺材料、煤矿水害智能防控核心模型判据、煤矿复合灾害防控关键泛化技术研发3个技术方向的若干建议,以及基于“反馈-控制”系统观的水害治理工学技术标准体系构建思路。

     

    Abstract: The year 2026 marks the beginning of China’s “15th Five-Year Plan” period. Building on past achievements and advancing coal mine water prevention and control work is a critical task for achieving high-quality development in the coal industry. We reviews the major technological advances in water inflow prediction, water hazard detection, and control during the “14th Five-Year Plan” period, and offers in-depth insights into future technological development directions. This work highlights the following key advancements during the “14th Five-Year Plan” period: ① Development of dynamic prediction methods for water inflow in coal mining faces; ② Diversification of water reduction technologies and methods in water-rich coal mines; ③ Accumulation of valuable experience and practices in the prevention and control of high-position separated layer water hazards; ④ Transition from point-based exploration to “in-hole” “cross-hole”, and “real-time” exploration using drilling and mining equipment, creating new approaches for advanced water hazard detection; ⑤ Increasing integration of transparent geology into water hazard prevention, revolutionizing concepts and evaluation methods; ⑥ Achievements in intelligent equipment and technologies for water hazard prevention, keeping pace with the times; ⑦ The concept of water prevention and control management has been continuously improved, and the requirements for water prevention and control work in coal mines have become more specific and comprehensive. Based on the summarizing six new advancements in water hazard prevention technologies, this study identifies the main current issues in coal mine water hazard prevention. Starting from the technical needs for water hazard prevention during the 15th Five-Year Plan period, it proposes several recommendations across three technical directions: advanced process materials for source protection of mine water, core model criteria for intelligent control of coal mine water hazards, and research & development of key generalized technologies for composite disaster prevention in coal mines. Additionally, based on the “feedback-control” system perspective, it outlines a conceptual framework for constructing an engineering technical standard system for water hazard management.
