Abstract: Based on important role of the coal in China national economic healthy development, the paper had a full analysis on the prominent problems existed in t he coal development process. Due to facing the serious environment protection pressure day by day, safety development pressure based on the human oriented and the increased pressure of contradiction between the coal demand and scientific supply, the paper provided that the safety, high efficient and green development idea of coal should be persisted and five substantive conversions should be practically conducted in order to promote the transformation and upgrading of the coal industrial develo pment mode.
