  • 摘要: 为了提高煤炭资源开发利用水平,以实现煤炭资源的"科学开采"和"科学产能"为目标,系统分析了我国煤矿在资源利用、安全生产、生态环境、职业危害等方面存在的问题,据此,提出了加快实现煤炭科学开采的"二阶段、三步走"战略构想,以期在2030年达到符合科学产能要求煤炭产量39亿t以上的目标,全面实现煤炭的科学开采,提出了进一步提高煤炭科学产能科学技术对策和政策、投入、财税、人才等方面保障措施建议。

     

    Abstract: In order to improve the development and utilization level of coal resources in China and to realize the scientific mining and scientific production capacity of the coal resources as the target,the paper systematically analyzed the problems existed in the resource utilization,safety production,ecological environment,occupati onal hazards and others of coal mining in China.Therefore,a two stages and three steps strategic concept of the coal scientific mining to be speeded up was provided in order to reach a coal production target over 3.9 billion t with the scientific production capacity requirement and to fully realize the scientific coal mining.The countermea sures,policy,investment,finance and taxation,human resources and other protection measures and proposals were provided to further improve the scientific technology of the coal scientific production capacity.
