煤矿安全动态投入产出模型研究

Study on Dynamic Input-Output Model for Coal Mine Safety

  • 摘要: 针对煤矿安全投入的滞后性与长效性特征,对煤矿投入产出进行了动态分析,基于投入产出分析法建立了面向安全的煤矿投入产出表,提出了煤矿安全投资系数和事故损失消耗系数的概念及确定方法。以直接消耗系数、事故损失消耗系数、生产性投资系数和安全投资系数为参数,建立了煤炭企业前期生产和安全投入与后期煤炭产量、安全效益之间的动态数量关系式。利用煤炭企业实际数据,采用反向递推法求解模型,即可得出计划年度煤炭企业各部门的生产和安全投资情况。

     

    Abstract: According to the lagging and long-term characteristics of mine safety input, the dynamic input-output analysis was carried out. An input-output sheet tow ard mine safety was established, and the concept and determination method of mine safety investment coefficient and accident damage extinction coefficient were defin ed. With the direct extinction coefficient, accident damage extinction coefficient, productive investment coefficient and safety investment coefficient as parameters, a nu mber of dynamic equations between pre-production, safety investment and later output, safety investment benefits were established for coal companies. By using the ac tual data of coal enterprises, the produce and safety investment condition could be eventually obtained with reverse recurrence method to solve the model.
